    The central parity rate of the yuan breached the psychological mark of 7 against the US dollar earlier this month and stood at 6.98 yesterday. 

    For Chinese travelers, it means stronger purchasing power in the United States and other countries and regions that use US dollars or peg their currencies to it. 

    Since Chinese tour groups are still unable to organize trips to the US, it is destinations such as Hong Kong, with its currency pegged to the US dollar, that attract tourists from the Chinese mainland. 

    "More people have called to inquire about our Hong Kong tour packages than usual," said Guo Guang, manager with ctrip.com, an online travel service. 

    So far, the number of customers who purchased Hong Kong tour products from ctrip.com has increased by 70 percent year-on-year, he said. 

    At present, HK$100 can exchange for 89 yuan, down from nearly 100 yuan last January. 

    "It is a bargain to shop in Hong Kong now, not to mention that many things in Hong Kong, such as imported cosmetics and luxury watches, are already much cheaper than on the mainland," said Zhang Liangyu, 28, a Beijing resident who plans to visit Hong Kong during the coming May Day holiday period. 

    Guo said that, in the long run, even more will travel to Hong Kong and other overseas destinations, driven by the yuan's appreciation. 

    The yuan, however, has not appreciated much against the euro or the Australian dollar. 

    "The yuan's appreciation against the US dollar has not influenced tour groups to go to these two destinations," Lin Kang, deputy general manager of China International Travel Service's outbound tourism department, said. 

    "In all, the yuan's appreciation has rather limited impact on the whole outbound market," he said. 

    Dun Jidong, marketing director of the China Travel Service's overseas tourism department, agreed. 

    "The current yuan appreciation can only serve as an auxiliary factor to the booming outbound tourism market. If it is to prompt much more people to travel overseas, the appreciation has to be so significant that it leads to a huge drop in the price of outbound tour products," he said. 

    As for the inbound market, experts have suggested that industry operators work harder on their product design and promotion. 

    Li Xinjian, associate professor with the school of tourism management under Beijing International Studies University, said that while many foreign tourists have prepared themselves for the appreciation of the yuan against the US dollar, some foreign tourists might still drop their plans to visit China. 

    "Domestic travel services must design better routes and strengthen the promotion of their products to maintain growth in the inbound market, in order to offset the negative influence of the appreciation on the inbound tourism market," he said.

    The card was sent in 1937. It was addressed to one of Frank's best friends, Samme Ledermann, and postmarked from just across the Dutch border in Aachen, Germany, said Maatje Mostard, of the Anne Frank Museum.

    Decorated with a clover-covered bell atop a snowy field and wishing "good luck for the new year" in German, the card was signed "Anne Frank" with no other handwritten message. 

    Mostard said the museum has seen another such card, mailed the same day from the same town, where the 8-year-old Frank was visiting her grandmother. "We know it's an original," she said. 

    The teacher, Paul van den Heuvel, found the winter greeting card while gathering material on Anne Frank for his school. He came across it in a box of cards in his father's antique store in the town of Naarden. 

    "I don't know what he will do with it. We hope we can get it for our collection," Mostard said. 

    The museum, which encompasses the small Amsterdam apartment where the Frank family hid from the Nazis for 25 months, has the largest collection of documents and papers on Frank, whose diary is the most widely read book relating to the Holocaust. 

    Frank, her parents and sister and four other Jews hiding there were arrested in August 1944 and deported to Auschwitz. The sisters were later sent to the Bergen-Belsen concentration camp where Anne died of typhus in March 1945, two weeks before the camp was liberated. She was 15.

    Security Chief Gen. Ashraf Rifi, who participated in a nine-hour-long negotiation with the prisoners in Roumiyeh, northeast of Beirut, said in a press conference Friday morning that they would examine prisoners' demands and consider implementing a law which calculates nine months of prison as one year. 

    "Some of their demands will be met," Rifi was quoted as saying. The security official said the prisoners handed over the seven hostages and returned to their cells after negotiating their demands with Internal Security Chief Antoine Shakuri in the presence of Judge Jean Fahad, local An Nahar daily reported. The prisoners at Roumiyeh demanded improvement in their living conditions and a reduction of their sentences. 

    Security sources said the riot began with a quarrel Thursday afternoon between a Lebanese guard and a Palestinian inmate serving a life sentence for assassinating a Jordanian diplomat in Beirut in 1994. 

    The inmates burned mattresses and set the floor on fire, while around 200 of them headed to the kitchen and took knives and sharp instruments in the riots. 

    A major riot took place at Roumiyeh prison in 2004 when Islamist prisoners rebelled over the conditions of their cells. Currently more than 4,000 prisoners are held behind the bars in Roumiyeh jail, which was set up in 1971.

    Misuari, former chairman of the Moro National Liberation Front (MNLF), will be temporarily freed from detention, local television network ABS-CBN News said. The Makati City Court on Friday ordered Misuari and his co-accused to post 50,000 pesos (1,196 U.S. dollars) bail each. 

    Citing sources with the Department of Justice, the online edition of the Philippine Daily Inquirer said Judge Winluv Dimayas gave the order in accordance with the instructions of the Cabinet security cluster. 

    Misuari's family immediately posted the bail before Judge Dimayas as his supporters have started to prepare a thanks-giving party, reports said. 

    Salvador Panelo, Misuari's lawyer, welcomed the court decision but said the grant of bail showed the government's case against Misuari is weak. 

    "We are glad that the court reconsidered its decision," the online edition of the Philippine Daily Inquirer quoted Panelo as saying. 

    Misuari became the governor of the Autonomous Region in Muslim Mindanao after he signed a peace deal with the government as MNLF chief in 1996, ending decades of bloody clashes. 

    He was accused of launching a new rebellion in Sulu islands and Zamboanga city in the southern region of Mindanao to protest the alleged government renege of the peace agreement in November 2001. At least 60 people died in the short-lived rebellion. 

    Misuari was arrested in Malaysia soon after he fled the rebellion and was extradited to the Philippines in January 2002. He has been put under detention since then. 

    Philippine Press Secretary Ignacio Bunye on Friday said the administration will not contest the bail as it firmly believes that Misuari would abide by the terms of the court. 

    "Misuari has satisfactorily convinced the court that he will not escape. I think he will be released on bail and the purpose of that," Bunye said. 

    But He reiterated that Misuari is not yet off the hook in connection with the rebellion charges

    The British research is billed as the first in humans to show a link between a woman's diet and whether she has a boy or girl. 

    University of Exeter researcher Fiona Mathews, the study's lead author, said the findings also fit with fertility research showing that male embryos aren't likely to survive in lab cultures with low sugar levels. Skipping meals can result in low blood sugar levels. 

    The research involved about 700 first-time pregnant women in the United Kingdom who didn't know the sex of their fetuses. They were asked about their eating habits in the year before getting pregnant. 

    Among women with the highest calorie intake before pregnancy (but still within a normal, healthy range), 56 percent had boys, versus 45 percent of the women with the lowest calorie intake. 

    Women who ate at least one bowl of breakfast cereal daily were 87 percent more likely to have boys than those who ate no more than one bowlful per week. Cereal is a typical breakfast in Britain and in the study, eating very little cereal was considered a possible sign of skipping breakfast, Mathews said. 

    Compared with the women who had girls, those who had boys ate an additional 300 milligrams of potassium daily on average, "which links quite nicely with the old wives' tale that if you eat bananas you'll have a boy," Mathews said.

    U.S. new home sales dropped by 8.5 percent last month to a seasonally adjusted annual rate of 526,000 units, the lowest level since October 1991. 

    Sales in March were 36.6 percent below the year-earlier level and marked the fifth straight monthly decline in sales of new homes. 

    Regionally, new home sales dropped by 19.4 percent in the Northeast. Sales in the Midwest also declined 12.5 percent. In the South and the West, sales were down 4.6 percent and 12.9 percent respectively. 

    The median price of a new home, a typical market price where half of new homes are sold for more and half for less, decreased last month to 227,600 dollars, down 13.3 percent from the level of a year ago. That was the biggest year-over-year price decline since a 14.6 percent plunge in July 1970. 

    Inventories of unsold new homes at the end of March totaled 468,000 units. That represented a supply of 11 months at the current sales rate, up from 10.2 months for February. 

    On Tuesday, a report by the National Association Realtors showed that U.S. existing home sales fell 2 percent last month to a seasonally adjusted annual rate of 4.93 million units, or 19.3 percent below the March 2007 level. 

    The housing slump is expected to be prolonged as the U.S. economy has slowed down significantly amid a severe credit crisis stemming from troubles in the subprime mortgage market, where loans are given to homebuyers with weak credit histories.

    The flame was carried off the plane in a lantern at 6:10 a.m. local time by Li Binghua, vice president of the Beijing Organizing Committee of Olympic Games (BOCOG). 

    The Beijing Olympic Flame Delegation, headed by Li, received warm welcome on the parking apron by about 100 people mainly made up of diplomats from the Chinese embassy. 

    They waved Chinese and Japanese national flags, hold banners extending good wishes for the success of the torch relay and the upcoming Beijing Olympics, and showed their excitement with loud cheers. 

    Standing in front of the crowd were Chiharu Igaya, vice president of the International Olympic Committee (IOC) and an executive board member of the Japanese Olympic Committee (JOC), Kenichi Chizuka, vice president and secretary general of the JOC, and Chinese Ambassador Cui Tiankai. 

    The delegation started their journey to Nagano after a very short photo session for press. 

    On Saturday morning, eighty torchbearers, including three Chinese, will run a 18.7-kilometer-long route covering most of the city's famous historical sites and modern landmarks. The event will last about three hours from 8:30 a.m. local time. 

    The Olympic flame, which was ignited on March 24 in the ancient Olympia of Greece, has finished 15 of all its 19 passing stops outside mainland China.

    Former Palestinian Foreign Minister Mahmoud Zahar made the announcement at a press conference after the talks here between the Egyptian intelligence chief Omar Suleiman and a high-level Hamas delegation under Zahar, the MENA report said. Under the Egyptian mediating efforts, the ceasefire would be extended to the West Bank within six months, Zahar was quoted assaying. 

    Egypt's success in achieving "quiet" between Hamas and Israel will help lift the blockade on the Palestinian people, pave the way for Palestinian-Israeli negotiations, resume inter-Palestinian dialogue and exchange prisoners, a senior Egyptian official said earlier. 

    However, Israel said it was ready for "quiet" at the Gaza border, but it requires a complete halt to attacks by Hamas on Israelis, a stop to cross-border rocket fire from all Palestinian groups and an end to weapon smuggling into Gaza. Led by Zahar and former Interior Minister Said Siam, the Hamas delegation arrived here Wednesday from Damascus where they discussed truce proposals with exiled Hamas politburo chief Khaled Meshaal. 

    Earlier on Wednesday, Hamas leader in the Gaza Strip and deposed Palestinian Prime Minister Ismail Haneya vowed that the ceasefire with Israel must include the West Bank in addition to the Hamas-controlled Gaza Strip. 

    Egypt has been mediating between Israel and Hamas to broker a ceasefire deal.

    "We have good reason to believe that reactor, which was damaged beyond repair on Sept. 6 of last year, was not intended for peaceful purposes," she said. 

    The spokeswoman also demanded Syria "come clean before the world regarding its illicit nuclear activities." 

    Syria said on Sept. 6, 2007 that its air defenses opened fire on Israeli warplanes that had entered its airspace at dawn and forced them to leave. In response, Israel said they were unaware of any such incident. The Bush administration also declined to comment on Syria's report at the time. 

    Although the United States broke its silence over the matter seven months after Israel bombed the reactor and called Pyongyang's nuclear assistance to Syria a "dangerous manifestation" of proliferation, the White House said it remained committed to the nuclear disarmament talks with Pyongyang.

    "When the Olympic torch comes here, I do not want to gasp after I run only a few steps holding the torch," said the 35-year-old, a Tibetan sports teacher at the Kangding Middle School in the Garze Tibetan Autonomous Prefecture in the southwest Sichuan Province. 

    He still remembers Sept. 10 last year when he knew he was recommended by the school to be a torch bearer candidate. 

    "At that moment, I was so excited that I almost cried." he said. "I felt I was so lucky and had a feeling of happiness falling from the heaven. 

    "It is not only my honor but also all Tibetans honor for me to be so lucky to be a torch bearer." 

    He was confirmed a torch bearer in March, and he said it was luck and love that made him a torch bearer. 

    "First, it is luck, the favor of fate for me. Second, it is love. As a sports teacher, I love my career, my hometown and even more my motherland." 

    He is one of the 832 people who will undertake the relay in June inside the province. 

    "200 meters is very short, but I shall run the most splendid and beautiful moment in my life," he said. 

    "What I represent at that moment is a strong Tibetan and a sports-loving Chinese." 

    Talking about the sabotage activities targeting the relay from Tibetan separatists and other protesters about human rights in China in some countries, Yungzhung Puncog said "they were just making a show of themselves in disturbing the torch relay". 

    "The Olympic Games are a grand event for the people of the whole world and a symbol of peace. To sabotage the Olympic torch relay is to sabotage the peace." 

    The teacher said he believed the government would take powerful measures to ensure the smooth relay in China. But in case an incident did occur, he said he would do everything he could to protect the torch. 

    "I am willing to spread the Olympic spirit to everyone. I am looking forward to the advent of the holy moment."

    Jiang made the remarks when asked to comment on Japan's refusal of the torch escort from China in the relay in Nagano, on April 26. 

    She told a press conference that the convention of arranging the escort in the relay has been approved by the International Olympic Committee (IOC). 

    She said the escorts, all volunteers, protected the torch with their bodies from the seizure by "Tibetan independence" supporters. 

    "This kind of spirit should be praised and understood, while the mob which disrupts should receive universal condemnation," she said, adding China hoped "relevant country" would have a clear understanding of the task and provide active coordination and assistance for the relay. 

    Jiang praised the torch relay in Pakistan, saying China noticed that Pakistani President Pervez Musharraf and Prime Minister Yousuf Raza Gilani have both attended the ceremonies of the torch relay which was a great success in Islamabad. 

    "Through the relay, we have seen the colorful culture of Pakistan and the great enthusiasm of the Pakistani people toward the Olympics," said Jiang.

    "Recently, some foreign media say China requires foreign students to leave during the Games. It completely goes against the facts," ministry spokesman Wang Xuming said. 

    Relevant departments and universities "have never asked foreign students to leave China during the Olympics and Paralympics. During that time, foreign students could stay and some of them would join volunteer services". 

    He added international cooperation and exchanges in the educational field would proceed as usual, including accepting foreign students who would come to study in China. 

    Official statistics show China attracted more than 162,000 students from 185 countries and regions in 2006, triple that of 2000. 

    Foreign students entered more than 500 universities and higher education institutes and their research topics covered almost all academic subjects available in China.

    The Hainan flood control authorities said that as of mid-day on Friday, 42,000 residents had been displaced in Wenchang, Qionghai, Wanning, Lingshui and Sanya. The evacuation of 5,500 others was still under way. 

    The island's fishing authorities have removed 80,000 fishermen from boats or fish farms. 

    Neoguri was 120 kilometers southeast of Wenchang City at 3 p.m. on Friday, packing winds of about 120 km per hour. It is forecast to make landfall in the coastal area of Wenchang between midnight on Friday and 4 a.m. on Saturday. 

    The storm will bring heavy rainfall of 100 to 150 millimeters and strong gales. 

    Train services via ferries across the Qiongzhou Strait between the island and mainland have been suspended. Flights were still running as of early Friday evening.. 

    Some 21,800 fishing boats in Hainan and 20,000 in Guangdong have returned to port. 

    Guangdong flood control authorities said residents in low-lying areas and dangerous houses had all been evacuated to safety.

    The 18 ministries, including Ministry of Public Security (MPS), the Ministry of Justice, the Ministry of Culture, State Intellectual Property Office (SIPO), will jointly hold several activities during the "IPR protection week" to be unveiled on April 20. 

    The MPS and the Ministry of Commerce will hold the fourth China forum on IPR protection, the Ministry of Culture will launch a program on the protection of Olympic IPRs in the cultural products market, and the General Administration of Customs will release 10 major cases of IPR infringement cases discovered by China customs, the SIPO spokesman Yin Xintian citied a few of the activities. 

    On April 9, new guidelines for a "national IPR strategy" were approved by the State Council, aiming to promote innovation and enhance IPR protection. 

    "Before the guidelines were implemented and ahead of the World intellectual Property Day which falls on April 26, activities held during the 'IPR protection week' would further publicize knowledge of IPR protection and enhance the public awareness of IPR protection," he said. 

    "China is a responsible developing country and the Chinese government takes a firm stance in protecting IPR. The achievements in China in IPR protection are obvious," Yin said at a news conference on Thursday. 

    Last year, 2,967 people were arrested for suspected violations of IPR in China. Public security departments investigated 2,283 cases of IPR infringement and busted 2,008 cases, involving 1.49 billion yuan, SIPO statistics showed.

    The move aimed to "reinforce the foundation for the development of the layer-raising industry and promote the healthy and sustained growth of the industry," the State Council (cabinet) said on Friday. 

    The government would provide subsidies to farmers raising purebred hens or running large hen farms and help rebuild chicken farms in regions badly hit by this winter's severe snowstorms, it said. It didn't provide details of the subsidy program. 

    The unusually severe winter weather dealt a heavy blow to vegetable and rapeseed crops and froze many pigs and chickens to death in early 2008. 

    A monitoring system would be established to provide market information that would help farmers make plans for production, it said. 

    Although the costs of raising laying hens began to rise last year, egg prices began to fall as supply exceeded demand. As of mid-April, prices were down about 10 percent from the peak reached before the Spring Festival in February, according to the Ministry of Agriculture. 

    An unidentified ministry official said that farmers were losing 0.4 yuan (5.7 U.S. cents) per 500 grams of eggs. Many foods in China are priced by the 500-gram unit, also called a jin. 

    The cabinet also said China would give farmers training opportunities to improve their skill and encourage enterprises and scientific research institutions to develop new breeds of laying hens 

    The government would also support egg processing and distribution firms and extend credit and insurance services to more hen raisers, the Cabinet said 

    Disease control would be intensified, with compulsory bird flu vaccines provided to farmers and subsidies given to those whose chickens were culled in outbreaks. The ministry warned last month that China would face a more "complicated" epidemic control situation this year with a rise in the number of reported cases.

    The local fishing office lost contact with the 56, who were on three boats sheltered at a reef area of the Xisha Archipelago, on Thursday evening, according to the provincial flood control and drought relief headquarters. 

    A rescue team was dispatched at 11 a.m. on Friday, said Chen Chuangfu, deputy director of the provincial marine and fishery department. 

    More than 80,000 fishermen on all the 21,825 fishing boats in Hainan had found shelter at harbors and reef areas by Friday as the typhoon's center moved northwest at 10 kilometers per hour on Friday morning, the headquarters said. 

    Neoguri was forecast to land in the coastal area between Sanya and Wenchang cities, Hainan, on Friday night or Saturday morning. 

    It is expected to drop 40 to 90 millimeters of rain on Hainan and Guangdong provinces. The heaviest downfall is expected to be 180 millimeters in southern Hainan, according to the provincial observatory.

    "Tibet will maintain the opening-up policy as usual. Organizations and individuals from all over the world are always welcome to invest and carry out cooperation here if they have goodwill and sincerity," Ju Jianhua, director with the region's foreign affairs office, told a symposium. 

    "But we resolutely oppose activities running counter to the claimed purposes of charity and public welfare under the disguise of joint cooperation," he stressed. 

    Present at the meeting were 24 foreign experts, students and technicians from the United States, Germany and the Republic of Korea (ROK). 

    Ju informed them about the March 14 riot in Lhasa, the regional capital, and expressed his gratitude to witnesses who told the truth about the violence to foreign media and refuted unfounded reports. 

    An abundant amount of evidence showed the riot was masterminded, instigated and organized by domestic and foreign secessionist groups. They planned to create bloodshed to exert pressure on the Chinese government, disrupt the Beijing Olympics and undermine social stability, he emphasized. 

    The riot killed 18 civilians and one police officer and injured hundreds. Damage to property was more than 280 million yuan (40 million U.S. dollars).

    "TYC", a hard-line organization under the Dalai Lama clique that seeks "Tibet independence" and openly preaches violence, has no idea about the well-being of Tibetan people, the favorable environment for the young generation and the good policies handed down by the Communist Party of China (CPC) Central Committee, Luomei, the Tibet Autonomous Regional Youth Federation chairwoman, told Xinhua on Friday. 

    "Neither the Dalai Lama nor the 'TYC' has done anything conducive to the development and stability of Tibet. So they are not in the position to say 'this' or 'that' about Tibet, nor can they advocate any unacceptable political proposals in the world arena on behalf of Tibet, Tibetan youth and the public." 

    Luomei made the remarks after a "TYC" official told the Hong Kong-based Yazhou Zhoukan (Asian Weekly) recently in an interview that the "TYC" was the genuine representative of Tibetan people and they did not mastermind, organize or participate in the March 14 violence in Lhasa, the regional capital. 

    The "TYC" official also claimed the organization's current pursuit was to seek "Tibet independence" and boycott the Beijing Olympic Games, adding it would not exclude the use of violence. 

    Luomei, a Tibet native, pointed out that those unfounded sophistry could not cover up the fact that "TYC" was behind the violence that ripped through Lhasa last month, which badly hurt civilians and incurred enormous economic loss. 

    She said the majority of young Tibetans were against violence and "Tibet independence", and the young generation in Tibet is the backbone and main momentum of the autonomous region's development. 

    Luomei, 39, became the chairwoman of the youth federation last year. The 55-year-old federation consists of 355 members representing more than 800,000 youth from all walks of life in Tibet. 

    "Many of the members are Tibetan ethnic. We grew up here and witnessed progress and development in the region," she added. 

    Young Tibetans will never allow any attempt by the Dalai clique and the "TYC" to realize "Tibet independence" and restore the feudal serf system, or to overthrow the Chinese government and the CPC leadership, Luomei said. 

    Only those who contribute to the economic development, social progress and stability in Tibet can act as the real representative of Tibetan youth and the public, she emphasized. 

    "You must love the country and the people, help local residents to improve living conditions. Is 'TYC' able to do that?" Luomei asked.

    The project, China's largest protection move in the region, will last until 2010. It included 15 monasteries under state-level protection and seven historical sites proving the rule over Tibet by central governments through history, said Yudawa, the Tibet Autonomous Regional Cultural Heritage Bureau director. 

    The preservation efforts were financed by the National Development and Reform Commission and the Ministry of Finance. 

    Of the funds, 118 million yuan will go to the preservation of the 237,000-square-meter Zhaxi Lhunbo Lamasery in Xigaze. It consists of a main palace and six minor ones, 56 sutra halls, and more than 6,000 rooms for monks. It was built in 1447 and was the traditional residence of Panchen Lamas. 

    It is expected to take workers up to four years to seal cracks on the walls, fix windows and doors, repair water discharge channels, replace worn out electrical wires and install firefighting and lightning-proof facilities in the lamasery, the second largest cultural relic after the Potala Palace in Tibet. 

    Also included is 50 million yuan to be used for the preservation of the Jokhang, Ramogia, Sanyai and Samgya-Goutog monasteries. The restoration will start this year after the construction tenders are decided. 

    The latest move to protect Tibet's cultural and religious relics comes after a 330 million yuan preservation project on the Potala Palace, Sagya Monastery and Norbu Lingka Palace. These began in 2002 and were expected to be finished this year. 

    Over the past two decades, China has invested more than 700 million yuan to preserve and maintain more than 1,400 monasteries, cultural relics and religious sites, Yudawa said. 

    "These projects have protected Tibet's historical and cultural relics effectively."

Le Figaro ran a headline story titled "The torch's fiasco in Paris", while the top story in La Libération reads as "Give China a slap in the face", describing the "fiasco" in a kind of schaden-freude. Hysterical excitement can be seen in their descriptions. 

    We Chinese people just want to ask: Are these French newspapers remaining the papers once known for being serious and objective? Is this still the country called France that advocates civic virtues and respects other peoples? 

    It is true that the 2008 summer Olympics will be held in Beijing and China's 1.3 billion people are the host. But the torch replay around our globe is the business and glory of the world, not only China's. All Chinese people, and perhaps those in other countries who cherish the Olympic spirit of peace and unity, just cannot accept what had happened in Paris. Naturally when the flame reached Paris, the government of Paris and France is expected to protect it. 

    The Paris Municipal Council and the French Olympic Committee are the organizers of the Paris relay. While seeing such an important sports event organized by Paris Municipal Council and the French Olympic Committee, met a series of troubles and turned out to be a "fiasco", how could the French major newspapers take this as a national pride, other than a shame? 

    Some French media players claimed Paris is a free city and everyone has the right to assembly and demonstrate without government intervention. However, the actions by some extremists to attack the torchbearers, grab the torch and even try to extinguish the flame can no longer be called legal or non-violent protests. Chinese people are seriously disturbed and hurt by the chaotic scene in which an extremist tried to grab the torch from a weak disabled Chinese girl, named Jin Jing, in her arm wheels. Is this the civil French government’s behavior? A slap on China's face, or a slap on France's face? 

    Liberty consists of the freedom to do everything which injures no one else, as is stated clearly in the France's Declaration of the Rights of Man and of the Citizen. 

    We Chinese translate France into "fa guo", which literally means a country that honors the rule of law. The translation itself shows Chinese respect for that country. However, from the joy of headline stories, the editors, reporters and lawmakers who are educated by the French civilization suddenly lost ability to tell right from wrong, and chose adamantly to side with the law-breakers and the criminals. 

    Without doubt, the French should have known that conducting the torch relay means to spread the lofty Olympic spirit. During the process of the relay, many overseas Chinese living in France are welcoming, protecting and shouting support for the torch. That is also their sacred right and showed their opinion and voices on this issue. 

    However, some French media did an astonishing censoring job, ignoring the Chinese voices. Apparently, the editors and reporters have lost their clearness, as they just saw the 'right' of the Tibetan extremists to make trouble and attack the Olympic torch, and totally forgot about the right of the others to spread the Olympic spirit. 

    Sir Pierre De Couberti, founder of the modern Olympics, is sure to get furious if he knows what his compatriots have done. 

    As an ancient country, France has made great contributions to the world. In fact, the Chinese people respect France a lot. France is usually the first that strikes Chinese people's minds when talking about European countries. However, if French media players think they are privileged and have the right to point their dirty fingers at China, they are making a big mistake. Pride and prejudice have obscured their judgment and cast a shadow on this ancient civilization.

The crimes made the organization look like a kin member of Al-Qaida, Chechnyan armed terrorists and "East Turkistan" separatists. 

    Founded in 1970, the TYC advocates "complete independence of Tibet" and has fully integrated into the "Tibetan government-in-exile", entering the power core of the Dalai clique. It has long been involved in secessionist activities. 

    Speeches by some leading members of the organization and the Dalai clique revealed they would use terrorism to achieve their goals. 

    Gaisang Puncog, former chairman of the TYC, said, "We could use any methods to serve our cause, whether it is violent or non-violent." 

    Tendzin Choegyal, the Dalai Lama's younger brother and follower, said, "Terrorist activities could achieve the biggest effect at the lowest cost." 

    One of the Dalai Lama's most-trusted subordinates said in a speech to the Brookings Institution in Washington that a few desperate individuals and organizations could trigger instability on a large scale. 

    In a meeting of its "central executive committee" in Dharamsala, India, the TYC approved a decision to "found a guerrilla movement as soon as possible to secretly enter China and carry out armed struggles. 

    The organization also made preliminary plans to prepare personnel, funding and arms to steal into China through the China-Nepal border. Some ringleaders even claimed that they could sacrifice at least 100 Tibetans to achieve a "thorough victory". 

    It's not strange for a terrorist organization to plan killing, as the September 11 terrorist attacks have shown. 

    In January, the TYC announced it would implement the "Tibetan People's Uprising Movement" and established an organizing committee with Tsewang Rinzin, the "TYC president", acting as its top leader. It also ran several training courses to teach guerilla warfare and bombing technology. 

    In February, the TYC held campaigns in Dharamsala to recruit participants for the "Tibetan People's Uprising Movement" and trained key members for the activity. 

    What makes the TYC a terrorist organization is not only what it has said but what it has done. Police in Lhasa seized more than 100 guns, tens of thousands of bullets, several thousand kilograms of explosives and tens of thousands of detonators, acting on reports from lamas and ordinary people. 

    These figures, in addition to the deaths of more than a dozen ordinary people in the Lhasa riot, show that the TYC is no different from Al-Qaida, Chechnyan armed terrorists, "East Turkistan" separatists and any other terrorist organization. 

    Under Chinese law, terrorist organizations are those which use violence to threaten national security, sabotage social stability, harm people and damage their property, those which have leaders and assigned missions, and those which have organized, planned, instigated, implemented or participated in terrorist activities, or are carrying out such activities. 

    Such groups also include those having built bases for terrorist activities, systematically recruited and trained terrorists, collaborated with international terrorist organizations to sponsor, train and cultivate terrorists, and have participated in terrorist activities. 

    Judging by these criteria, the TYC is a terrorist organization in a pure sense.

    Any attempt to undermine the August Games was doomed to fail, Rajapakse said, adding Sri Lanka wholeheartedly wished the Beijing Olympiad success.

    The court also confiscated 300,000 yuan (about 42,860 U.S. dollars) in the personal assets of Chen, aged 61, who was also a former member of the Political Bureau of the Central Committee of the Communist Party of China (CPC). 

    Experts said that bringing Chen to justice demonstrated the resolution of the CPC Central Committee to build a clean party, promote clean governance and fight corruption. 

    "Whoever it is, no matter how high their positions are, anyone who violates party rules or national law will be severely punished," the Central Committee once said in a statement. 

    According to court documents, from 1988 to 2006, Chen took advantage of his positions as head of the Huangpu district government, vice-mayor and mayor of Shanghai Municipal Government, as well as deputy secretary and secretary of the Shanghai CPC Municipal Committee, to seek profits for Shanghai New Huangpu Group Company (SNHGC) and Shanghai Shenhua Football Club. 

    Chen admitted that Wu Minglie, the former head of SNHGC, had replaced Chen's father's old home with a new one that was valued at 930,000 yuan more than the old residence, previous media reports said. Other members of Chen's family also accepted free foreign trips from Wu, the reports said. 

    Also, the reports said, Chen asked Yu Zhifei, the former head of the football club, to arrange a senior post for his son, Chen Weili. 

    Chen Weili later acted as deputy general manager of the club, for which he was paid 352,000 yuan, although he did not actually work there, the reports said. 

    The illicit profits consisted of fiscal subsidies or compensation for building demolition, as well as deals involving idle land or property. 

    Chen extorted money from or accepted bribes of more than 2.39 million yuan from organizations and individuals, the court heard. Chen urged his relatives to return all these funds after his case was uncovered. 

    During 2002, when Chen held the posts of acting mayor and mayor of the Shanghai Municipal Government, he made a decision in violation of the established procedures to transfer a stake in the Shanghai Road and Bridge Development Corp., which was held by Shanghai Chengtou Corp. a state-owned company, to the private-sector Shanghai Fuxi Investment Holdings. 

    The stake was not assessed according to procedure, which resulted in it being undervalued and transferred at a below-market price, causing an economic loss of 320 million yuan to the state. 

    From 2002 to 2003, while acting as the mayor of the Shanghai Municipal Government and secretary of the Shanghai CPC Municipal committee, Chen used his position to seek benefits for his brother, Chen Liangjun. 

    The court heard that, although he clearly knew that he brother did not meet the qualifications to develop the land, he agreed with a related department to acquire land for Chen Liangjun against the rules. 

    As a result, 537 mu (35.8 hectares) was acquired, including 183mu of arable land. 

    Chen Liangjun ultimately acquired usage rights for 354 mu of land, which caused economic losses of 344.1 million yuan to the state. Later, the court heard, Chen Liangjun resold the land use rights and illegally earned 118 million yuan. 

    In 2004, Chen -- then the Party Chief of Shanghai -- defied regulations to help an unidentified company obtain financing from the Shanghai Municipal Bureau of Labor and Social Security, putting 1 billion yuan of the social security fund at huge risk. 

    The Tianjin No. 2 Intermediate People's Court ruled that Chen had taken a huge amount of bribes and abused his official powers to cause great losses involving public assets, as well as to the interests of the nation and the people. It termed his crimes "hideous." 

    However, since he showed remorse over his bribe-taking and returned all the illicit gains, the court had shown him leniency and rendered a verdict in accordance with the law. 

    The court started the trial on March 25. 

    On July 5, 2006, the CPC Central Commission for Discipline Inspection, working with other relevant departments, launched an investigation into the reported mismanagement of the social security fund by the Shanghai Municipal Bureau of Labor and Social Security. 

    During the investigation, Chen was suspected of having committed severe violations of party discipline. And on Aug. 24, 2006, a meeting of the Standing Committee of the Political Bureau of the CPC Central Committee decided to conduct a preliminary verification of Chen's situation. 

    On Sept. 24, 2006, the Political Bureau of the CPC Central Committee, after hearing the verification report by the CPC Central Commission for Discipline Inspection, decided to remove Chen from the post of secretary of the CPC Shanghai Municipal Committee and suspend him from the posts of member of the Political Bureau of the CPC Central Committee and member of the CPC Central Committee. 

    On July 24, 2007, the Standing Committee of the Shanghai Municipal People's Congress decided to remove Chen from his position as deputy to the 10th National People's Congress (NPC), China's top legislature. 

    Prior to this, the third Standing Committee of Shanghai's Huangpu District People's Congress had removed Chen from his post as deputy to the 12th Shanghai Municipal People's Congress. 

    After reviewing the investigation results of the CPC Central Commission for Discipline Inspection, on July 26, a meeting of the Political Bureau of the CPC Central Committee decided to expel Chen from the CPC, and dismissed him from all government posts. 

    "The punishment was imposed on Chen according to the CPC Constitution and Regulation of the CPC on Disciplinary and Law on Civil Servants," a statement of the Central Committee said then. 

    Chen's case was then handed over to prosecutors. 

    The decision to expell Chen from the Party was endorsed on Oct.12 by the Seventh Plenary Session of the 16th CPC Central Committee. 

    Chen was "morally decadent," a statement of the CPC Central Committee once said, adding that he took advantage of his post to "philander" and traded power for sexual favors. 

    Chen was born in October 1946 in Ningbo city, east China's Zhejiang Province and joined the CPC in April 1980. 

    He became secretary of the CPC Shanghai Municipal Committee and member of the Political Bureau of the CPC Central Committee in 2002.

    Verbruggen made this remark during his one-day inspection in Qingdao, an Olympic co-host city in east China's Shandong Province, where the sailing competition of the Games will start after 125 days. It was the fifth visit to Qingdao by Verbruggen since 2004. 

    He listened to the Qingdao Olympic sailing committee's report on its preparation work on security, management, market development and protection of Olympic intellectual property. 

    "I think you've done a fantastic job and I've been looking forward to the opening of the games in August", said Verbruggen, adding that he could not expect a better performance to ensure public security here. 

    Verbruggen also examined the Olympic sailing center, the competition venue and Qingdao Olympic Sub-Village. 

    He expressed the hope that the Olympic sailing could give Qingdao a wonderful legacy. 

    Qingdao is expected to attract as many as 200,000 visitors during the Olympic sailing competition.

    Among all the detained, 403 were formally arrested, Qiangba Puncog said at a press briefing of the State Council Information Office. 

    A total of 362 people delivered themselves to the law enforcement, 328 of whom have been set free due to their minor offenses and willingness to cooperate. 

    The police listed 93 suspects as the most wanted and have already arrested 13 of the wanted. 

    After the riots were stopped, local government timely cured more than 380 people injured in the violence and offered compensation to families of 18 innocent civilians who lost their lives, Qiangba Puncog said. 

    The government quickly restored public facilities such as powersupply and telecommunications. Meanwhile, the affected factories and businesses were subsidized by the government to offset their loss during the violence, he said. 

    Losses from the Lhasa riots were estimated at 280 million yuan (39.9 million U.S. dollars), Qiangba Puncog said, citing official statistics. 

    More than 1,300 businesses experienced serious damage, with one jewelry shop alone losing tens of millions of yuan worth of merchandise. 

    Government aid to affected businesses would include tax breaks and relief on rent, loan interest and urban surcharges. 

    People in Lhasa have resumed their normal lives, the chairman said.
